I liked having quotations set off in boxes (nested, if necessary). I find the lack of those boxes my least favorite aspect of the new layout. They are still in nested boxes. The color scheme of the boxes is very subtle, however. Wow, you are right. Those two shades of blue are ridiculously close. I tried the "default" theme and that was only very slightly better. So now I have switched to the "@work" which is gray but more legible. Curiously, the quote boxes are very clear on the mobile version of the website.

OK, I switched back to the default VT theme and took a capture (attached). The blue line around the quotation against the blue background in very hard to see. I drew in a couple of arrows pointing at one of the lines. Also pasted in an enlargement of one little section. I tried to sample the colors in Photoshop, and the background was #000066 (HSB 240 deg, 100%, 40%), and the line #1a1a75 (HSB 240 deg, 78%, 46%). Seems like the hue should be complementary, rather than identical.

My screen does not look like that. The background is blue like that, but the area where the text is posted is grey.

That's because you are using the "default" color scheme, and johnbar is showing the "VT traditional" scheme. However, the issue also exists in the default scheme, because the lines that define the quote boxes consist of a light grey over a darker grey. If they were white or yellow or cyan or some other contrasting color, they would be easier to see.

I thought it might be a browser issue (CSS interpretation?), but I tried several (Firefox, MSIE, Safari, Chrome), and I see the same thing in all of them.
(1) If I'm not logged in, I see a blue border, the messages are white text on a dark gray field, and the quotations set off by a slightly lighter gray line. (2) If I am logged in (and using the "Traditional VT" theme), I see the blue everywhere, and the quotations set off by a very slightly lighter blue line.
