If this has already been brought up, I apologize. Here are FIVB rule change proposals that have been discussed and may be tested in upcoming U23 level competition. In parentheses, I included Coach McCutcheon's take on likelihood of the change becoming permanent. Full article, written by McCutcheon, in the summer VolleyballUSA magazine. - Change match scoring to either best of five to 21 or best of seven to 15. (Likely best of five to 21)
- Eliminate technical time outs in 21 pt games (possible)
- Servers land behind end line (likely)
- Back row attackers land behind 10' line (possible)
- Any contact with center line is a violation (likely)
- Any net touch is a violation (possible)
- No open hand tips (possible)
- Narrow court to 8 meters (unlikely)
- Shrink court to 8x8 meters (unlikely)
- Eliminate overhand serve receive (possible)
- Allow liberos to sub freely (possible)
- (Additional) Penalty for missed serve (not sure)
- Free substitutions(possible)

Pretty amusing to see that they may go back on their recent changes to allow more center line and net action. Apparently, the concerns of many that injuries would increase with such rules have been taken up by the FIVB medical commission.
Servers landing behind end line is a rule that would literally kill the jump serve in juniors volleyball. Most competition courts have barely enough room to jump before the end line. It's a rule obviously intended for international volleyball with complete disregard for any other volleyball.

"Any net touch" isnt already a violation all of the time? When is it OK?* *other than set point (2nd set) NC semi (PSU vs OU) 2012.

The only net touch that's a fault is at the top of the net, and even then only if it changes the plane of the net. If you touch at the top of the net but only push it forward, that's still not a fault.
I could get used to any of these except the scoring change. Please don't change the damn scoring rules.

Yea why change thee rules? The game is fun to watch it the way it is now. Is this because the want the game to move faster or have the same players in the rotation? If they change FIVB will it effect NCAA?

FIVB is seriously starting to annoy me. Does any other sport (intend to) change rules that often?? And I hate how they only consider the highest level in their rule changes and completely forget about the millions of amateur and youth players out there who would be negatively affected by many of the intended rule changes.

Only if you push the net down is it a fault. If you change the height of it. This confuses me. If you touch the top "band" it's a fault...doesn't matter if it alters the height/plane/whatever stipulation you're trying to add.

Not that I like these changes, but other sports change rules too. Football, basketball and hockey all do. They are all tinkering with rules. I mean how many times has basketball changed the 3-point line?
