next year in the FIVB, the team captains will meet before each set and roll a d20 (20 sided die) and the requisite score for that set will be whatever is rolled plus ten.

It would be interesting to analyze how many scoring swings there are in a 30-pt, 25-pt, and 21-pt match. It is the team on the upswing at the end of a set that often wins.
On the other hand, play every set to 15, with the first to win 5 sets (out of 8) the winner. Call it Blitz Volleyball...

It seems that a match can at times be rather quick...especially if only 3 sets are played. Why make it even quicker?

Changing to 21 doesn't seem to make sense. Either way, the difference between a 3 game and a 5 game set is going to be vast.
The time in between serves can certainly be long, but there is not always a way around it with players diving all over and the floor getting wet.

"I have an idea! How about less of that volleyball stuff?" seems to be their guiding philosophy.

Tennis has scores that sound like a London hooker (that'll be 40, love -- Jerry Sienfeld), and the matches can take forever. And yet you don't see them screwing around with the system, and it still gets TV coverage.
The problem with volleyball is not the scoring system.

And yet you don't see them screwing around with the system, and it still gets TV coverage. The problem with volleyball is not the scoring system. Also: rain delays. At least a network can be guaranteed a match will happen.

In Europe, they probably want to make sure the match is over in time to catch the night train. Here, we don't want to overrun the latest reality show time slot.

People have more tolerance for individual sports having varying lengths, imo. Something to do with focus. You know what to expect with team sports, other than baseball, which has its own problems.

No, that's the problem. There are no good alternatives. Games to high numbers lose all drama (and go on way too long during blowouts) and timed games are not volleyball.
So you embrace the fact that your sport is unique, instead of continuing to tinker with it. Sell what you have rather than always trying to repackage it to fit a time slot.
