I've noticed that PSU is unique in that even though they get quality players with their scholarships they always seem to be more than willing to make room for walk-on players. Many fans even question how the coaching staff has time and energy to devote to these players who may not ever start in a VB match. That seems like a very good question and it seems to relate to the PSU culture found in this quote by their wrestling coach.
"We're going to recruit walk-ons and look for kids who we think have potential to grow into what we're looking for ... attitude, good citizens, good students -- all that good stuff."
It certainly seems to work at PSU for their student-athletes. I'm sure many other schools do this also.

Sorry, but as described this is far from "unique." Maybe you need to do a better job of explaining the uniqueness you are thinking of. Maybe you just mean they have more walk-ons than most? They did have 19 players on their roster last year, but so did UCLA.
In the PAC-12, there is a travel squad restriction of 15 players, and most teams seem to limit their roster to that number. That makes sense to me, because it avoids the issue of telling some members of your team that they aren't allowed to travel to away matches.

Telling players they can't travel or dress for a match is nothing unusual in any sport at any level. Feelings may be hurt, but that's just the way it is. What is the difference between that restriction and the NCAA restriction on the number of players who can dress for NCAA tournament matches?

There are plenty of high quality student-athletes littered throughout the country in every level of women's (oh yeah and Men's volleyball) who make all kinds of sacrifices to make it work.
PSU Womens VB is not unique in this area.
Being that it is one of the highest out of state tuitions and that PSU offers no aid does make it tricky for sure. But I can assure you outside of BYU (ridiculously low tuition) the cost of college is difficult country wide.
Year's ago the UC State schools were very affordable bit I'm sure they have gone up too.

Nebraska football was famous for the number of walk ons they had on the team. They had every school boy in the Midwest dying to get a shot to wear that red jersey.

I simply meant that many schools have walk-ons but not nearly the number found at PSU in almost every sport. I think there might be some schools in the Big Ten that only have 12 payers on their WVB roster. I commend all the schools that allow walk-ons when it is done in a positive manner. Some schools (I won't mention names) seem to encourage their walk-ons to transfer if they can't produce to satisfy the coach. I'm sure this will get me some more follow-up comments now. It is just my humble opinion.

One might assume that coaches who encourage a walk-on to transfer somewhere might be doing it because it is a growth opportunity for that player. After all, if they just didn't want the player on the team they could simply tell her that.

I have always thought those 8 players at the end of the PSU bench dancing around are kind of sad in a way
