Now what do you do if your dog keeps barking and causing a nuisance to the neighbors with the noise, after you already told it to shut it for the millionth time already.

Is it getting enough exercise? If not, it might just be restless with a lot of bottled up energy. Remember, a tired dog is a good dog. Also, it might be you. Perhaps every time it barks, it's getting the attention that it wants from you (or your family members).

My parents used to joke that their dog thought her name was "Stella No", because she heard that so often.
As for barking, if you are willing to do so you can use a bark collar. They have a microphone and a electric shocker. My parents don't have those, but they do have training collars (that can give a shock if the user presses a button). The dogs follow commands a lot quicker when wearing them, but my parents don't use them much. Mostly they used them for gun dog field training when their dogs were in the adolescent phase and tended to be more disobedient.

Here's something that's been sort of bothering me.
When my current dog was a puppy (approx. 8 mos. old), I took him for many walks in the neighborhood (among other places). One afternoon, on one of our walks, we turned a blind corner. From the other side of this blind corner walked a girl, roughly 11-12 years old. It was a collision course. My dog's snout ended up in the armpit of this girl. She giggled. My dog wagged his tail. She petted him and then hugged him. We talked about my dog. She seemed to really like him. As the weeks and months went by, my dog and I ran into this girl several times and she was so glad to see him. As the years went by, we saw this girl less and less. In the past year, we've run into this girl, now 16-17 years old, but she doesn't even acknowledge our existence. No "hi!" no nothing. Even when we're on a collision course on the same side of the street, she simply crosses the street before we even get close and she just continues her walk without an acknowledgment of any kind.
I've had a daughter her age before and I've also had a sister, so I know all about how adolescent girls transform into evil teenaged girls. But this is just flat out weird. My dog has been depressed because this girl, one of his first non-family human friends, refuses to greet him.
