I'm so sorry you wasted all that brain power because the NCAA is NEVER taking away Pool A bids from conferences in good standing.
I love the fact that ned3vball loves and is a passionate supporter of D-3 volleyball on volleytalk and pours all his talent and energy into it. D-3 volleyball is the epitome of the student athlete.

Requiring larger minimum numbers of schools for conferences would require some to combine and reduce AQ bids slightly. This is being done at other levels, is it on radar for D3 ?

Not something I have heard discussed. The minimum now for D3 is 7 (you can drop to 6 for at most 2 years). There is 1 league in the 6 limbo (North Atlantic). The Capital AC is in the process of falling apart. Only the Landmark is at 7 teams. 8 leagues have 8 teams, leaving 33 vball AQ leagues with 9 to 15. Recent league add/drops seem to include a desire to drive less(save money), and bigger means more spread out.

This is a thought I hadn't had either.
It seems more likely that conferences like the GNAC add a school or two and co-op and gain another AQ.
I guess D4 seems more likely or maybe a d3 split with athletic vs intramural-plus focus. Maybe the IP conferences would actually be the route to go to help prevent some of these small d3s from closing. Lowers athletics budget...academic focus...really just thinking out loud now because I really feel like athletics is more likely to save a college but...

What would be the criteria for determining whether a team is D3 or D4? Would Conferences remain intact? Or would half the teams remain D3 while the other half are relegated to D4? If each conference is only losing one or two members, then it is not that big of a deal I suppose, but if we are just going to blow it all up and reorganize into brand new conferences once the new divisional alignments are sorted out...
Seems like an awful lot of work just to get a few more teams into the VB Tourney that didn't even win their own conference.
I think you could let teams that just don't care to opt out of a sport, just like some schools do with football. At that point the minimum number of teams participating in a conference becomes more of a factor and you'd have more AQ in doubt.
But honestly I think the D4 is a red herring. More and more schools are going to be in trouble with enrollment and financial viability, but sports are not going overboard until the last minute so anyone heading to D4 for money won't last long there either. And since the bottom level of D3 performance can be pretty low, once you've dropped off far enough to not want to maintain that then D4 won't get a lot of love either.
"Are you lost, daddy?" I asked tenderly. "Shut up," he explained.

I tossed off D4 too casually, sorry I mentioned it. A quick look back at 2008 shows the idea was DOA after a member's survey.
8 of the last 15 NCAA D3 vball champions have come from pool C.

Specifically, NCAA DII changed its minimum number of teams in a conference from 8 to 10.
If DIII moved to a conference size minimum of 9, those 10 D3 conferences with 8 teams or less would have to combine or be absorbed into existing conferences. Would free 5-10 AQ bids.

I see it almost as a glorified version of collegiate club VB.
You can go to OSU and play for their club team, or you can go to one of a handful of D3 schools in the area and play in the NCAA.
In one scenario there is an off chance that you might get promoted to the D1 varsity team, in the other you have the opportunity to break records and play for titles and what not.
