Does anyone know if NCAA.com does live streaming of all the R1, R2 matches, no matter what other streaming is happening? No. Some years ago they tried to make it a rule that all matches from round 1 and 2 had to be streamed for free, but they failed to enforce this rule. So they dumped the rule. (To be fair, it was difficult. So many teams/conferences now have streaming networks, and some have contracts that prevent free streaming outside the network. The very first year they implemented this rule, Hawaii hosted. And their broadcaster refused to provide a free stream in competition with their own paid stream.) (These days, by mandate of their conference, Hawaii's broadcaster provides a free stream except to other service providers in Hawaii itself.)

By the way, shout-out to those host schools that stream the R1 match they themselves are not in. Too many schools don't show this basic level of courtesy.
In particular, if every school was as good of a host as Creighton has been the last few years, the NCAA tournament would be a better place.

I know it happens in the regular season non-conference "tournaments", but I would think that the NCAA could mandate that all games in the tournament be streamed (even if they can't mandate that those streams always be free).

I thought all NCAA tournament matches are streamed now? You might not have access (Longhorn Network) but there is a stream available somewhere

If Pac-12 Network or Big Ten Network want to air the match live on their channel, you'd have to be a subscriber to watch. All of the streams that aren't actually being broadcast on their channel are a free stream.
