I agree that volleyball can be a great atmosphere for fans. All of the people I have ever convinced to watch games always come away impressed. On another note, not to take anything away from BYU's great fans, but it is much easier to foster a sort of community gathering at volleyball games in an area like Provo where there is really not much else to do. The same applies to UH sport attendance. Both are isolated communities with competitive/elite sports programs whereas a UCLA is competing for attention with a vast and multifaceted environment.

Have the games mean something.
After a win, present ticket at local business for "prize." A sub at Subway, a beer at Suds, a hot dog at Dogs etc etc.
After a 3 game win, those in attendence get a T-shirt with some catchy phrase.
After holding a team to under 20, a free "whatever" at Whatevers the whole next day. (free vanilla cone at the local ice cream place--available to anyone who mentions the win. This insure whole community support and interest)
Between game gimmick. Example would be for three fans to get a chance to serve (in a certain area) or return a serve.
Pizza night. Local sponser hands out samples of pizza during the break.
Put the game on TV/Radio. Many universities have frustrated announcers/tech wannabees in various degree programs. These people WANT games to hone their skills. Call Comcast....they are so hungry for programming that they have HS VB games on in this area. HS but no college....go figure!
And my best two.... 1. Remember the pee-wee games on the floor at halftime of football, basketball, and hockey? Bring in the youngest team you can find in the area for this quick game. 2. Sex sells. Bring in the local club GIRLS17...for a pre-game game. They get to play on a college floor...with college men watching....and the university gets to scout for their womens side, and the increase tickets sales from parents and younger male students.
