The fault would fall on the coach, considering it is his job to know understand and follow the rules. I'm wondering how Mount didn't think of it and bring it to Scates' attention. I'm sure 99% of the players would know the guidelines and definately be more likely to remember a match they played 7 years ago than even the coach would.
