I find it ironic that Kerry's statement about terrorism is being ridiculed. To me he seems totally correct in stating that fighting terroism is "PRIMARILY an intelligence and law enforcement operation."
Afghanistan is the exceptional situation where you have an outlaw nation clearly providing sanctuary to a large number of terrorists from one organization. The use of military force in that situation made perfect sense and was supported by other countries around the world.
Bush really screwed up when he left the job in Afghanistan undermanned and unfinished. If we had committed 130,000+ troops to that job, we may have dealt Al-Queda a bigger blow and possibly even captured Bin Laden at Tora Bora.
As it is, we let most of the Al-Queda operatives go into hiding in the rugged mountains of Afghanistan, or escape to Pakistan or other countries. When they are spread around the world like this, conventional military means clearly will not work to counter them.

This kind of naive idealogy is why Kerry should never be President.

The successful capture of many Al-Queda suspects in Pakistan has more in common with law enforcement action than it does with military action.
Bush is the one with naive ideology since he apparently thinks that military force will be effective in dealing with a shadowy enemy spread throughout all parts of the world.
"War" on terrorism - give me a break!

Intelligence yes but Law enforcement? Give me a break. This kind of naive idealogy is why Kerry should never be President. Bush and his administration are the ones that have been naive. Starting a war with apparently no plans other that "shock and awe" expecting the Iraqis to go "ooh and aah" then immediately give up. Not planning well enough or asking for the funding to arm and suport their troops beyond the quick war they were expecting. Being caught off giuard countless times on the resilience of the Iraqi resistance to the US presence in their country. Funding the war by giving tax cuts that went primarily to the wealthy. Believing that just because there was more income for the government than was being spent by the existing budget when he came into office that there was truly a "surplus" of money. That supposed "surplus" didn't cover the interest that was being paid on the national dept at that time. Its mind boggling that the interest paid on the national debt isn't considered to be part of the annual budget. Though is it was GWB's record level deficit this year would be closer to $700 billion and probably over $800 billion if the Iraqi war expenses were counted against the deficit. Not caring that they've added over $2 trillion to the national debt and over $100 billion to annual interest paid on the national debt. That ought to be the "convservative" motto. Watch us bankriupt our nation and hand the responsibility for recovery to our grandchildren.
