Many posters have already talked about the relativity of rating passing. Some teams have even gone to a 4 or 5 point scale. Some also take into account the tempo of the pass, while others only worry about location. And even if you have 2 equal setters on the same pass, 1 coach may allow them to for the set to the middle, while the other won't; resulting in a lower rated pass even though it was the same just because of a difference in offensive systems.
Basically, most coaches will adjust the rating system so that it measures and describes what they want.
