Was she dressed skanky? No. Was she dressed appropriately for Sesame Street? No.

She was dressed like a toned-down Katy Perry, however. And she certainly didn't act inappropriately.
It's Sesame Street. I really don't think pre-schoolers care about cleavage one way or the other -- unless we convince them they should, of course.
