What (still popular) comic book super hero was known to say "tough noogies" after catching the bad guys in some of his earliest incarnations back in like the 30's - 40's?

What (still popular) comic book super hero was known to say "tough noogies" after catching the bad guys in some of his earliest incarnations back in like the 30's - 40's? Robin? One of the X-Men? I don't know. "Tough noogies" sounds too modern to be uttered back in the 30s. Were Robin and X-Men around in the 1930s?

There are actually a lot more than 4 versions of the fella with the "S" on his chest, but there was only one version back at the time I mentioned originally. Plus, there is really only one current comic book version. Television series are fictitious universes.
