I think that story headline is misleading as well. Nothing about Emmert’s statement makes me think a decision will be made in August. No championships occur before November. I don’t see any reason to make that call 3 months in advance.

Volleyball and all women’s fall sports are tied to football. The NCAA doesn’t control P5 football. However the title IX implications are huge for this decision ... at least as it pertains to the P5. That’s why there is so much kicking the can down the road (along with the virus unpredictability).
They figure out a way to play P5 football then you can guarantee they are playing P5 women’s fall sports no matter what the NCAA decides. But my guess is that the NCAA is waiting on the P5 to make that football decision before they start canceling D1 championships.

Unless they get a full schedule and, of course, full stadiums they're losing about half that anyway. There are no good options left, it's just varying degrees of %*$#. At a certain point, you can't justify trying to save the other half of that money... You just have to cut your losses and call it a day.

Covid has just exposed behind the curtain that has been there for decades. NCAA has zero say in the P5 football decision. And the federal government, while within their power, is busy with more pressing issues and the current administration shows no sign of stepping in front of “opening the economy”.

In my opinion, this is a correct summary of the present attitude towards the state of things:
The groups and organizations that are responsible for making decisions about officially delaying or cancelling fall seasons and/or championships, are going to delay, and then re-delay, making those decisions until the last, possible, moment. They are the captain and crew of the Titanic, but they can see the iceberg, well out of range, with plenty of time to steer the ship out of harms way completely. But doing so might upset the passengers. So they're going to wait, until the iceberg is literally a stone's throw away, before they touch the wheel.

Even if the NCAA cancels the the tournament for this season, the Big Ten (and the PAC, etc.) could hold their own post-season conference tournaments, like some of the smaller conferences do.
