For all we know, that COULD be an NCAA metric year-to-year. It could matter who your HC is, or who the reps are. They would prefer not to add them and keep them unofficial.

While I focus on their *stated* and primary criteria, it sometimes seems they do not. They will blatantly ignore or prioritize specific things to suit whatever the hell they want to do.
