Thanks Go Iowa, the part about the flat and safe court surface on page 2 is interesting. I don't see anything though about "human" factors like temperature, bathrooms, water.

I have been to the NCVA Facility many times in Sacramento.
Yes the Womans bathroom only has two stalls, but there is always porta-potties, outside.
My concerns if I was planning a take-over, would not be the bathrooms, or the temperature, you can manage to live with that.
But the location of the facility. It is in one of the worst crime ridden areas of Sacramento. No parent in there right mind would want there daughter driving there alone, much less with a group of other girls.
Drive by shootings, which happen on Powerline Rd. all the time where the facility is located directly off of. The vacant lots, and buildings with the Graffiti, bums, beggars, and hookers hanging out at across the street should also be a huge concern.
Next the inability for the NCVA to not have tournament directors available, on site, half the time. I personally had been to more than two or three tournaments where this occurred. Then directors that do not know the rules. Those would be my concerns.
If I were putting together this plan to overthrow, I would have a plan in place where a facility could be used that was more centrally located for the people coming from the bay area. Which would exclude, El Dorado Hills, and Placerville area. Not even Folsom. Not fair to those coming from the other areas.
With all that is going up off the 65 corridor, Rocklin, Roseville, which is alto closer for everybody, and in a much, much, safer zone, not to mention alot easier to get to from many different places, freeways galore feeding it.
My presentation to the USVA, would have things like that in it.
There must be a lawyer among all of you that are so concerned.
The NCVA appears untouchable, mainly because this complaint has been going on for years, and years, most parents move on with there kids, and it is just gets tabled until the next set of parents come. It is then reopened, ignored, etc... etc... etc... etc...
It has been a vicious cycle, but not an uncommon practice among many administrations that run poorly. Why? Because they wear everyone out, by giving you bits and pieces, and taking so much time, that no one has the strength nor energy to fight it. Because most of you,(parents) already have a lot going on your plate, and lets face it you have to pick and choose your battles when you are raising kids. Work, school, extra curricular, other kids.
OK, my point is anyone who wants to see change has to be in it for the long haul, I would say at least five years to get it established, rules, and the people in place who are going to not only implement them, but honor the rules and by-laws, not manipulate them to suit themselves, but honor and follow.
My husband and I helped run and revamp a sport organization, which I will leave anonymous, for 16 years, while raising four kids, working and coaching.
The revamping was horrible, because you have old-timers, who have to go, because there by-laws had gotten so corrupt, that the Grey area, was the whole darn book of the by laws.
We found that by setting up the board and administration, which in your case would be the NCVA, under the exact guidelines and rules of its parent, which again in your case would be the USVA. I guess, that it made it much easier out of the gate. That way if any parent, or coach, or club director was not happy about something, and wondered why, just hand them the rule book, which you had not deviated from. That way, there beef is with the USVA, not the NCVA.
Sounds simple I know, but you need a whole dedicated group, that is going to be there for the long haul. Millions of hours, you end up giving for free, stress like no other getting it up and running, all those things and people have to be in line, other wise it can never happen. In your case you have to have people from all over Northern California to be take part, and be committed to the take over.
Go Iowa seems to have all of the right answers.
I think that my biggest concern with your problems is that you are choosing the wrong platform for reasons to overthrow.
Just because they let you in on discussions, or make you privy to certain things does not mean that things will change, your voice will be heard, a vote will be taken, but you will still loose.
If I were you guys I would go on the pretense of the crime area, in which the facility is located, the location certainly is not even close to being central. etc.
Have a plan in place, do the research, find out how to raise the money, for a better facility, that is a least in a safe part of a community. Do not go for the money thing. There is enough money if it is raised and put together wisely, to run it and then turn a profit to better it.
Remember it takes dedicated people that want to do it for the kids, not just their kids, but for all the kids to come in the future...
There is no reason why the NCVA cannot be a profitable business, creating jobs for many, along with giving the girls a safe and healthy environment to train and play in.
