My daughter is considering playing for Kansas State in 2008. Can somebody who knows more about volleyball in that conference tell us if this program just had an off year or is the program fading? Also any insights into the University of Iowa program would be helpful.

I typically don't rant about different programs, but I'm in the mood today.
Both Kansas State and Iowa are in rebuilding phases. Part of any program is getting good recruits to replace the ones that left.
Kansas State had a great team with their current coach for her first few years. McLaughlin left the cupboards fully loaded. Its hard to say whether or not they are 'declining' as you say. One thing to look at is this: Are the other schools your daughter is interested A) in as tough of conferences, B) nationally ranked?, C) getting commitments from athletes on the top 100+ lists? If not, then you might take that as an indication that the coach isn't recruiting a lot of top talent, if so, then you can try to be part of a rebuilding experience in a competitive conference at a solid school. A lot of Kansas State's early career success was likely attributed to McLaughlin's recruits and holdover coaching. You'll see how well that current coach in this current year.
Iowa has Cindy Fredrick as the head coach. She moved to Iowa to be closer to family when the position opened, I think is the official line, but many of us fans are really concerned to how she left her position at Washington State. I believe 10-players transferred from WSU under her realm. I've known a lot of players of hers, and it's pretty much a "you love her, or you hater her" type of coach. I personally respect her volleyball coaching and administrative skills. Her husband/assistant coach is truly a great volleyball mind. Their assistant Chad is one of the greatest guys I know. Iowa is in a tough position on the Big Ten's doormat. They've made some pretty strong improvements over the last couple of years, but haven't shown that they are bringing it to the next level (an NCAA tournament bid).
These are pretty solid schools, which I and many, many other club and college coaches will say: "pick the school because of the school, not necessarily because of the volleyball program/coach."

Check Iowa's recent roster.......only nine players, and only 1 Junior. This doesn't bode well for the near future for the Hawkeyes. They'll be fighting it out again with the Hoosiers next year to stay out of the cellar in the Big Ten.

IIRC K-State played a lot of underclassmen this season past? A young team? If there isn't a noticable improvement this upcoming season, trouble could start brewing in Manhattan?
