Hmm, if I were a Hollywood writer, this seems the the perfect scenario for a coup d'etat:

A "catastrophic" attack on Washington D.C. could easily be blamed on "terrorists" allowing the Secretary of Defense to declare Martial Law and set up his own dictatorship--for the good of the country of course and only until things "settle" down--which naturally would be never.
