When I lived in Massachusetts, they also had a "no happy hour" law. This was back in the 80s, when the national mood was shifting from drunk driving being an amusing pastime into something with roughly the same social acceptance as baby killing. The law was spun as an anti- drunk driving law, not an anti-alcohol law.
