I think one problem is that girls regionals are still going on the weekend before. I don't think they have the facilities to run both at the same time

For all states outside of Wisconsin and New York high school volleyball is either still going on or just ending at the end of May. It would literally be maybe 1 practice for all the rest of the club teams before going to a nationwide tournament where, as you point out, Nationals seedings are more or less determined. Also, school is still going on for everyone so that doesn't fix your drawing of teams outside of CA, because teams from out of the state couldn't make it, unless you want to tell kids to skip 3 days of school (2 travel days and 1 playing day) right at the end of their semester, some maybe even during finals.
Also, the SCVA tournament is the middle weekend of June and Nationals is the first week of July, so depending on the age group and how late in the month that middle weekend falls into June, there is anywhere between 10 days and 2 weeks between the end of the SCVA tournament and Nationals.

Thing is, the teams that win the SCVA qualifier typically deserve the number 1 seed. Deserving the top seed is not the same thing as being guaranteed to win a single elimination tournament. Last year HBC beat Ultimate in the semis at the qualifier, and then beat Spiral in the finals, it's not like non SoCal teams weren't able to come and got screwed over. HBC earned that top seed. Ditto for Bay To Bay in 16s. The teams they beat to win the qualifier turned it around at nationals; the same team they beat in the finals of the SCVA tournament ended up winning at nationals, just like 18s. Exact same thing in 15s. 14s was the only division, other than 17s, in which this pattern didn't assert itself. That being said, obviously it would be ideal for there to be a longer break between the classic and nationals, but as Not Me said, the problem is primarily logistical.
