The PVL is "Professional Volleyball" - it is a very limited form but that is both the intent and the fact of the matter.
Certainly adult players have been crossing lines for ages. It's not as common in youth volleyball but it happens so I'm not sure what you are basing it on when you say they have exceedingly strict guidelines on player eligibility. I know there is a hard line between the US and Canada at the junior level but the adult tournament had Canadian teams.
In what way is the USAV an "amateur athletics organization?" Yes the National Governing Bodies for all sports were chartered by they Amateur Sports Acts but the Olympic movement embraced professionals 20+ years ago. Since then it is just a volleyball organization, amateur, professional or otherwise.

It is not the Olympics. Hometown doesn't matter. In Basketball, Jalil Okafor was born in Arkansas, played high school ball in Chicago, went to Duke in North Carolina for college and is likely headed to play for the Los Angeles Lakers. When you put money on the table this is what happens. Last I checked, the NBA is a Professional organization and UNC, as a member of the NCAA, is in no way bound to regional rules of eligibility when selecting student-athletes. "The PVL is not the Olympics," but it is sponsored by the USAV, a non-profit, amateur athletics organization that is comprised of regions. These regions (who are the real sponsors), have EXCEEDINGLY strict guidelines on player eligibility that involve residency in every other facet of their existence. The members playing in any given region reside in and represent THAT region. Oh, and they are paying significant dollars to play vball for that region. I certainly don't have any problem with the existence of the PVL; I just don't see the logic/justification of connecting these teams with USAV regions,...unless it is to, at least in part, USE the regions' coffers to fund this league (filled with players who have barely ever even set foot in the USAV region they are supposedly representing). That's all. You can register in any Region you want. You DON'T have to live in that Region. The Regions are supposed to fund and administer the team.
