Of the 4 major international FIVB events, Japan is the permanent host for World Cup (Olympic Qualifiers), and the world grand champions cup. They've also hosted 3 of the last 4 editions of the World Championships, and are frequent hosts of the world grand prix...
Why? Is it becuase no other nation really wants to host?

Japan has a very popular pro league for men and women. Having the tournaments there makes it an almost guaranteed sellout for any event. I am pretty sure the Japanese VB association pulls a lot of weight with the FIVB as well.

There is also the question of money and sponsorship. If the Japanese have enough of both, then FIVB will be at their beck and call, wouldn't they?

Since Japan is hosting the Olympics in 2020, they would be ineligible to take part in an Olympic qualifying World Cup. Rather than moving it somewhere else, FIVB is considering holding the world cup but not give it an Olympic bid - what's the point then?
