I know an up official can yellow card or red card a coach or player. What about the down official? Can he/she yellow card or red card a coach/player?

I'm both a coach and official, and I say the answer is yes. I've been yellowcarded by an umpire (he was a prick), but I've only yellowcarded as a referee. Additionally, either can toss your butt from the gym. Twice this year I've seen the umpire toss fans from games (high school).

Oh yeah btw eagle eye, I am an official.... yes and no to your question. The down ref can recommend a card to the up ref, but cannot give one...

The R2 does not pull out the yellow/red card, per se, but gets the attention of the R1 and recommends a card. Usually, through some type of pre-arranged signal - I've seen/done it where the R2 will discreetly pull out the proper card and hold it to his/her chest while facing the R1, or merely forming a "C" with your hand and then holding up one finger (yellow) or two fingers (red), and then pointing out the offending player or coach.
