The "keeping the ball in play" may be a little harsh, but probably not that far from the truth either. If a team is truly elite, at least half of pool play is probably a waste of time for them, and who knows how many playoff games are even challenging in a juniors tournament. At some point you need that old veteran beat-down where every time you get caught sleeping, they one over your easy roll shot into a corner, forcing you to question how you lost to a team that cannot even jump. This is so true. The variability at the juniors level is high. Your kid is lucky to get 2 quality games in pool play. Payoffs will give you another 1 or 2 good opponents. Most juniors tournaments are a waste of time unless you are playing up. The only exception is the CBVA Cal Cup. The tour stops are almost as good. At least with CBVA (B-rated and up), you get much more consistent play. You also don't have to deal with parents trying to interfere with the game. Most competitive women are very good at exploiting the weaknesses in your kid's game. That is invaluable. And if your kid is a competitor who is gracious in defeat and humble in victory, many will befriend them and invite them to play pick-up games. Then you don't even need to play tournaments to get 7 or 8 quality games in half the time and none of the cost.
