But Bailey had a starting job on a Top 20 team and wouldn't come here to ride the pine in her senior year.

You could always redshirt Norene Iosia in 2019, play Bailey Choy is 2019 (w/ Iosia as emergency backup), and then Iosia would play in 2020 (w/ Lang as backup and understudy). But I would imagine Iosia would want to graduate and get on with the rest of her life.

When does a Head Coach have to announce that a player is redshirting? Can a player wait till the end of the season that she is applying for a redshirt year, if she does not play at all during the season?

TheNatural was alluding to Choy transferring home mid-season last year. I remember once that was mentioned TheNatural got the yank and stopped posting. Must have gotten flagged from someone in the program. Still, the poster knew of all the recruits before announced. He had to have known something about Choy...

There seems to be quite a bit of players transferring of Utah these past couple of years. I believe 3 left after last season(Scully, Kirst, and Glasker) so there may be something going on there that players don't like.
UH beach got one from there in Kristen Abels.

Can or can't try out for usa team? I don’t think her game is where she wants it to be yet. She has been building her game back up after her injury, so I wouldn’t be surprised if she signs with a more elite team in the next year or two and starts making more noise then.

I think that’s the smart thing to do. Get more experience and allow her body to heal/adjust. Her highlights looked great. I’m excited for her. I hope to see her in the USNT someday.
