He was specifically asked about Loving v. Virginia, and he responded that states should have the right to decide that.

He tried to walk that back, but even then he got thing oh so wrong.
He's quite wrong that the Constitution prohibits discrimination based on race. It simply doesn't. Remember the Three-Fifths Compromise. "Indians not taxed". The only thing that specifically prohibits discrimination based on race would be statutory law, such as the Voting Rights Act or the Civil Rights Act.
Granted there's a bunch of stuff that might be inferred based on the Equal Protection Clause and the Due Process Clause that could be based on a tie to race, which were the basis for the decision in Loving v. Virginia.
He's just saying the quiet part out loud.

He's quite wrong that the Constitution prohibits discrimination based on race. The Constitution guarantees certain things without respect to race, like free speech and religion and the right to due process. But obviously we had laws against interracial marriage in some states right up to the Loving decision, and there certainly hasn't been any Constitutional Amendment that changed anything in that respect. The basis of the court decision was the Equal Protection clause of the 14th Amendment. So yeah, according to that decision, the Constitution does prohibit that kind of discrimination based on race. But crucially, Braun was saying that the SCOTUS should not have made that decision! He's trying to play it both ways here, saying that the Constitution prohibits that kind of discrimination but that the SCOTUS shouldn't be allowed to make a judgment that it does!
