1 | Penn State | Big Ten | 2 | Nebraska | Big 12 | 3 | Washington | Pac-10 | 4 | Florida | Southeastern | 5 | Stanford | Pac-10 | 6 | Arizona | Pac-10 | 7 | Missouri | Big 12 | 8 | Hawaii | Western Athletic | 9 | Notre Dame | Big East | 10 | Texas | Big 12 | 11 | Wisconsin | Big Ten | 12 | USC | Pac-10 | 13 | California | Pac-10 | 14 | Minnesota | Big Ten | 15 | Louisville | Big East | 16 | UCLA | Pac-10 |
This one won't be easy to seed if we follow our geographic limitations, non-conference matchups, and hosts should probably stay home: At Penn State 1 Penn State 16 UCLA 8 Hawaii 9 Notre Dame At Texas A&M 5 Stanford 12 USC 4 Florida 13 California At Stanford 3 Washington 14 Minnesota 6 Arizona 11 Wisconsin At Nebraska 7 Missouri 10 Texas 2 Nebraska 15 Louisville

I don't think USC would beat Stanford, or Notre Dame would beat Hawaii.
I think Wisconsin could beat Arizona depending on which team shows up, and Texas could beat Missouri.
Not that the brackets will look anything like this when announced.
