As a Big Ten and OSU fan, I am curious as to whether Ohio State will host or who the 16 host institutions will be. Does anyone have any guesses on who will earn the right to host? Will the Regional hosts be allowed to host 1st/2nd round action?

We can't count on anything with first/second round hosting. However, based on the teams we are pretty sure are locked into the NCAA tournament, we can take some guesses. Ohio State may host, but that depends on Ohio's bid. Chances are one will host, as they are geographically close to each other. The California schools will be a stab in the dark. Schools in the same conference are not put in the same bracket for the first/second round, so you may only have 2 California school’s hosting. Possibly Santa Clara and maybe San Diego or Cal. Again, not completely sure as their bids with profit margin and fan turn out will be taken into consideration. I believe Middle Tennessee State will make the tournament giving Tennessee a good opportunity to host. But LSU may also be given some consideration due to their ranking, which may push out Tennessee. Duke may be given a good chance to host given their location. I think Cornell is a lock, so that may help them. Also Wisconsin has a good shot with Wisconsin -
Florida and Texas have the best chances to host both a first/second round and regional. Not sure how the other Florida schools are doing. Washington may host if Eastern Washington makes it, however, Eastern Washington has a very weak schedule so they may be left out.

It's a matter of which athletic departments decide to put in bids. It's not a given that all programs that think they have a shot to be seeded will do so. The NCAA requires a guarantee of net revenues and has requirements that the competition facility be available for practices. I think an important thing would be to note what other events might be going on - usually men's/women's basketball.

To support what the others are saying, I don't think it is all that useful right now to even speculate. I've heard a lot of places that all think they have a good chance to host. No way all of them will.
As has been noted, it's not clear who has all bid, and even if we knew that, it's tough to think what the committee will do.
I gave up trying to guess this stuff long ago.
