Apparently it turns out that Cheney wasn't telling Leahy to "F*ck himself!" or "F*ck Off!".

He was using a computerese terminology and was loudly asking for help. He yelled "F1!".

Its certainly easy to see how the two could be confused both having "words" that start with an F and an O when taken phonetically.
