Regarding that joke:
"I've got a tough job. I've got to put these guys from different worlds together, right?" Bruce Pearl, head coach of the University of Tennessee men's basketball team, said. "I've got guys from Chicago, Detroit ... I'm talking about the 'hood! And I've got guys from Grainger County, where they wear the hood.''
I read in ESPN that Grainger County near Knoxville, TN is 98% White. How is this possible at this day and age of migrations and commingling of all types? I've never been to a place that was 98% White IN MY LIFE. I would think that in the South, there would be at least 15-20% Black.

Where I grew up it was 99% white.

I think in some cases it is just a momentum issue. If you were black and visited the UCSB campus, you would see a campus of almost entirely of whites. It might make you think twice about going to that school as opposed to one like UCLA or Berkeley with a more balanced population. It does not mean that UCSB is a raciest campus, just that the starting makeup is so strongly to one side that it becomes a self fulfilling prophecy.
(I tried to imagine what it would have felt like if I would have toured the Howard campus when I was first looking at colleges. I think no matter how warm and welcoming people might have been, I still would have been uncomfortable and maybe have looked for a more "diverse" school.)
I guess I'm saying that there can be areas where the coefficient of static friction is so strong that, only because of it, and not even the people, that it is very hard to overcome. I actually think the UCSB campus (at least when I attended) fit into that category.

That slavery issue is like over 200 years old where we forced people to live against their will in regions as workers. "Oh, have you ever been to South Dakota? Why are there NOT more black and Mexicans in the Dakotas or in Mn.? 1. Weather sucks. 2. NO jobs.. 3. For the Dakotas..They do not attempt to lure blacks there with promises of easy welfare as MN...does. 4. Racism?.. Nope..unless you count the treatment of Indians who are screwed over annually by everybody. Where the major collections of race as settled is in direct response to what the state offerers them to relocate. Be it Jobs luring cheap labor from Mexico along with free entitlements ..to the free entitlements that are NEVER questioned. The schools you mention offered better deals to minorities to get the diversity that the law mandated.
