Teams that have traveled east to the midwest or west from the east, have you found the officiating to be slightly different in terms of double contacts, lifts, ect.. in the setting portion of the game?

Have noticed deep dish sets that don't seem to get called...but have also noticed midwest refs not calling it on West Coast teams (as if they figure you should expect West coasters all deep dish and that it's acceptable). I was actually going to start a thread of my own w/ a discussion about rules in general. How has everybody else out there been affected by the rule changes for this year? Pertaining to USAV, setter can now not reach into the plane to bring a ball back to be played even if it is untouched by the other team. This has affected our team a decent amount as our passers are aggressive w/ an athletic setter who can bring those balls back for quicks, back row balls, etc. Also, will there ever be a consistent set of rules governing even college/adult level ball? I understand differences maybe b/w yonger age levels for rules.....But what is the motivation for having PAVO rules differ from USAV? Is there someone out there who can give me the reason for needing to have different sequences for calls when your giving the ball and a point to one team on every play? ? Therefore, you have to get certified w/ two tests and two sets of rules yearly to officiate volleyball!!! I understand maybe some differences in the international game....as in Basketball there are some slight rule changes, but some levels can have the libero set, others can't. Some can have a back row setter play a ball in the plane, others can't....NAIA has different rules about the damn center line violation for f@ck sake!!!! I guess it isn't really a HUGE deal, but just seems like a waste of time

I know for the MIVA this year they are being really slack on the first contact, even more than before, and the second contact they are backing off on too.
