Tarr from Long Beach is probably the best i've seen.
(oops sorry if this was strictly a UCI/UH OH thread, I thought you were somewhat generalizing- at least that's the aspect that I assumed given your topic, 'who's the better mens vb OH?')

No it's not strictly a UCI/UH thread... i'm just assuming that if UCI and UH are in the finals for both tourneys, who'd be the one, but if it's not any of the two... who would it be?

If it is purely on raw talent and skill then you have to put up several others on that list. Tarr, Cala, Patak (though he is an opp, he is still a better OH than most OH's.)
If you are talking about best fit on a team, these are probably 2 of the top 3, a healthy Ivan Perez being the 3rd.
