Typical international sports logic in that the team that cheated to qualify still gets to keep their spot, only the player gets punished. (Not that Vanatu deserved to go either)

(Not that Vanatu deserved to go either) They should take the whole spot away, as it was "earned" under unfair advantages. If it were after the Olympics and they had medaled, wouldn't the next higher finisher get moved up a spot? In other sports it is. Even in team sports.

the athletes get tested during the year, probably wasn't hot all season.

Yeah, there was some discussion that the replacing player had to have 12 WT events played during qualifying period to be eligible for the Olympics. May be that's the reason and Giombini might be the only option for Italy. I think it would be more fair to give the spot to Vanuatu than Menegatti to play with a player who hasn't been close qualification.
