No. The seeding is according to standard world rankings with the automatic #1 for the host country.
It's not "random assignment" and it's not a "play with words". The seeding criteria are public and easily verified.

I mean the end result between seeding and "random assignment" has no difference, whatever the different selection criteria are.

Or are you going to keep repeating they are different? All I care about is the end result. If seeding or randomly assigned produce no difference, how the teams are selected is pretty irrelevant.
