I just noticed this... what the heck? They are the only seed that just shocks me. On the last RKPI, they were the only team below .500 vs the other top 100 in the RKPI. Very curious.

There were probably other teams besides UCSB that did not submit a bid for hosting which would explain non-top-16 type teams being allowed to host. It doesn't hurt for teams that you wouldn't nornally expect to host to submit a bit to host - they just might get a nice surprise.

Again, according to the last official RKRPI, Wisconsin was #15, so for them there is an argument.
