I don't know if the NCAA can dictate Title IX to the networks. Conferences can (and sometimes do) in their TV contracts. In order to get men's BB and football, many conference TV contracts include agreements to show non-revenue sports such as baseball, volleyball, and softball. I think I've even seen some men's and women's soccer.

I am not so sure about getting ESPN out of volleyball will solve the problem. A better solution would be to tell or write CSTV on well they are doing (relatively speaking) and show your appreciation for them televising the Regional Finals and having Sunday Night Spikes. I guess I am spoiled living in Nebraska cause all of their home matches tend to be televised. They say there are up to 60000 people across the state watching on a given night. Thats really where it all starts. I mean come on you got the two time defending champions drawing barely a 1000? I don't want to hear about there is so much to do either. You also have 8 times the number of people in LA that Nebraska has in the entire state. Are all 7 million or so people at the bars or at a concert? Just 2000 people is all we're asking for here.

It does beg the question: would increased live TV coverage lead to greater match attendence? Or, would greater match attendence lead to increased live TV coverage since the networks would see the interest?
It is an issue I have been fighting with the local media. I have been told that there doesn't seem to be the demand for increased coverage in either radio, TV or print. However, if the media does not cover the sport how would the casual fan find out about the matches?
The best thing we can do is to do what HerbieHus suggested - write CSTV and let them know we appreciate and tune (where available) into the live matches. And, then write ESPN or Fox Sports Network to tell them that, while we appreciate the sporadic matches they show, we would like more live televised matches. If we don't let them know, they won't feel the need to consider the live option.
Wouldn't it be great if sometime in the not too distant future the volleyball FF would be covered at least on par with women's basketball?

I think volleyball people are to nice, the respect you earn at the big show is taken - litigation - litigation - litigation - litigation - litigation. The powers only understand one thing - litigation.
Litigation = Respect
