Looking at the article, it appears that the incoming freshman class and returning freshman-junior classes are allowed the normal 4.5 scholarships, but the returning senior class is allowed to go over this limit. Granting the underclassmen an extra year of eligibility is going to give cheaper schools the advantage over private schools because there's less incentive to take a 5th or 6th year when you have to pay upwards of 60k a year. A team like lb is going to have a good amount of 5th and 6th year players. I think you're generally right, though I would add that BYU will probably also benefit. It's a private school, but it has very affordable tuition.

I don't know exactly what it costs in Long Beach, but yeah. Provo housing can easily be had for less than $500/month if you have 2-3 roommates, which most students do. And I'm talking about the nicer places to live. It can go well below $400/month for the less nice places.
