Yea, I'm not 100% about it. We don't have clarification from the FIVB.
What we do know, is the World Cup as we knew it, is over. It's going to be called the World Cup because FIVB has contractual obligations with Japan. But in practice, its just an OQT. (my comments in the other thread expand, but we don't have citation from the FIVB on that yet)
But in those comments, rankings take the place of continental qualifying tournaments.
still didn't understand why the original qualification method of taking the top 2 or 3 from the world cup (2011, 2015) wasn't good tbh. they're trying to decrease the amount of games played. VNL makes more money than the world cup. VNL stays, World Cup goes.
The world cup qualifier won't be the top 8 teams. It'll most likely be formed in the same way as the other OQT pools are formed, just this one will be in Japan. (until their contract with Japan is over)

Why can't the VNL be an olympic qualifer then?

Why can't the VNL be an olympic qualifer then? Because VNL qualification is inherently unfair. Teams are guaranteed spots without any base or merit.
In theory, the OQT will use the rankings and serpentine their qualification pools.

Why can't the VNL be an olympic qualifer then? The VNL requires intercontinental travel on a regular basis. USA takes it more seriously than just about anybody else, but we still would never put athletes through playing in North America, then Asia, then South America in consecutive weeks. There's no way (if you keep that format), to put something as important as Olympic qualification on the line.

OK, I am convinced VNL can't be an Olympic qualifer. And there are too many matches, so WC has to go. So now we have the qualification system...
Looks like we have two majors every quad then. And one of the qualifiers will be called the WC to appease Fuji TV.

Rankings will play a bigger impact if there are only 3 OQT and continental quotas are rankings based.
I think it'll end up in the way that FIVB wants to have the VNL be (teams sending their best)

I think it will in the odd-numbered years. Maybe also in WCh years, but probably not in OG years.

The FIVB is unable to stop making changes. They are obsessed with continuous change. How many other sports federations make changes left and right?

Basketball/Football/Baseball are all experimenting with playoff formats.
Tennis experiments with team events, individual events with different rules, etc.
$$$$$$$ is the key
