I'm guessing one of two things:

1) Atlanta wanted to see how well they were drawing crowds before sinking money into buying time on a local station.

2) Local stations wanted to see how well the team was drawing crowds before entering into a buisness deal with them.

Maybe the fact the league is increasing players' pay gave the team some needed clout.
