In the late 90s they were building towards being a top 10 team (thanks largely to the incredible Jenna Moscovic), but had several things go wrong at once.
In 2002 AND 2003 they were in USC's tournament bracket. In 2002 they had to face USC in only the second round. 2003 wasn't much better since they lost to USC in three close games (-25, -26, -27) after demolishing Wisconsin in the second round. They had a strong, well-rounded team both years and would have been an elite 8 team in any other position.
In spring 2004 they lost an excellent setter and team player, Lexy Beers, who had to quit playing due to a back injury.
I think also that the Corbellis' recruiting pipeline dried up. Between the two of them they had extensive National Team and West Coast contacts when they started at TAMU. But if you look at their rosters over the last several years, there are fewer and fewer girls from outside texas each year, and they haven't really landed a superstar since Laura Jones four years ago.
