I don't think that any Conference has experienced a level of membership in flux quite like this one.
1962-1977 It was formed in the early 60s as a result of the Skyline and Border Conferences getting raided by the Big 6 and SWC respectively, each getting their top member poached; Colorado and Texas Tech. So those two conferences disband so that the "haves" could form a super conference and ditch the "have nots." So the initial line up was contained entirely in the Mountain Time Zone.
Skyline Colorado State BYU Utah Wyoming
Border Arizona Arizona State New Mexico UTEP
1978-1991 The Pac 8 raided the WAC, poaching Arizona and Arizona State. So in response the WAC raided the Big West for it's top team, which was San Diego St. Additionally they added Hawaii and Air Force, who were the top two D1 Independents out west. This was their glory lineup where BYU won a FB NC in 1984, along with a Heisman or two.
BYU Utah Wyoming Colorado State Air Force New Mexico UTEP San Diego State Hawaii
1992-1995 The WAC raided the Big West for their top team once again, which was Fresno State this time around, and carried on as a ten team version of their "glory" line up.
1996 -1999 The WAC took in most of the SWC castaways that didn't make the Big 12 cut; Southern Methodist, Texas Christian and Rice (Houston went straight to CUSA). Since they were up to 13, they decided that they might as well go all the way to 16, and instead of divisions have four pods with 4 teams each. So they raided the Big West once again, this time for their top two teams, which were UNLV and San Jose State. D1 Independent Tulsa filled out the 16th slot. So the pods were...
Quadrant 1: Hawaii, SDSU, Fresno, SJSU Quadrant 2: UNLV, Air Force, Colorado State, Wyoming Quadrant 3: BYU, Utah, New Mexico, UTEP Quadrant 4: TCU, SMUw, Rice, Tulsa
2000-2004 Over expansion caused the "haves" to once again ditch the "have nots" only this time they went off and formed a new Conference; the Mountain West, which was basically the "glory lineup" from the 80s, only with UNLV and TCU instead of Hawaii and UTEP (TCU actually would have a brief stint in CUSA first, but that's not particularly relevant). So the WAC was down to their seven most sub-mediocre teams all of a sudden, so what do they do? Why they raid the Big West for their top three teams of course, this time being Boise State, Nevada and Louisiana Tech. So the "reformed WAC" lost the geographic "middle" of their conference, which resulted in a gigantic East/West divide that looked like....
Boise State Nevada Hawaii Fresno State San Jose State
UTEP SMUw Rice Tulsa Louisiana Tech
2005-2011 The ACC raided the Big East, who raided CUSA, who raided the WAC. Long story short, UTEP, SMUw, Rice and Tulsa were out of the WAC. So the WAC added the only FBS western teams available in New Mexico State, Utah State and Idaho. At this point the WAC had basically become the Big West circa 1980s.
Boise State Idaho Nevada Hawaii Fresno State San Jose State Utah State New Mexico State Louisiana Tech
At this point Louisiana Tech was an extreme geographic outlier.
2012-2013 Conference realignment had reached a feeding frenzy, and the WAC was losing them faster than they could sign them; limping through one final football season in 2013 with the following line up...
San Jose State Utah State Idaho New Mexico State Texas State San Antonio Louisiana Tech
2014-2019 All of those teams found a new home except New Mexico State, who forged on as an FBS independent while the WAC became little more than a place for the Red Aggies to park their Olympic Sports. The ones that stuck are...
New Mexico State Grand Canyon Utah Valley Seattle Rio Grande (TX) Cal Baptist (others have come and gone during this era)
2020 The WAC hints that FB might be returning by adding Dixie State (UT) and Tarleton State (TX).

Great post. As an alum of two former WAC schools, I knew it had a wild history, but I didn't realize it was that wild, going all the way back to the 60s.

Dixie reveals the WAC plans with regards to Volleyball dixiestateathletics.com/news/2021/1/20/womens-volleyball-trailblazers-begin-d1-era-against-t-birds.aspxEXPANDING THE WAC: The addition of the 5 new schools will create a 13-team conference as Chicago State will be leaving the conference. This conference will then be divided into two divisions for all sports except for football, men's basketball, and women's basketball.
Dixie State will be in a division consisting of Southern Utah, Utah Valley, Grand Canyon, California Baptist, New Mexico State, and Seattle University.
The other division will be comprised of the Texas-based schools, including Tarleton State, UT Rio Grande Valley, Abilene Christian, Lamar, Sam Houston State, and Stephen F. Austin.
