1. I have never heard of Sabrina Carpenter or W Magazine. 2. 3. Billy Penn 4. 3M? 5. Quayle?
The way I first heard it in the 1980s, there was a law prohibiting any building in the city from being taller than the statue of William Penn ("Billy Penn"). But apparently it wasn't a law so much as just a tradition, and eventually the tradition was broken.
