No.

She could have played five seasons in total had she played last season. But no matter the reason she sat out last season, she now has four years of eligibility remaining.

To put it another way, what happened in the spring - one way or another - doesn't "count". It isn't that players were awarded an "extra" year; it is that the year they spend didn't count against their eligibility. If they had one year left at the start on 2020-2021, they still had one year when it was over. She had four years at the start on 2020-2021, and she has four after it has ended.

What happened last year just doesn't count. Her "redshirt" doesn't count. She has four years of eligibility and a five year "window" in which to use them. The regular way to say that is "she's a freshman".

They’re sophomores. If they want to utilize a fifth year, a scholarship will need to be allocated after their fourth year of competition is done. The spring season is included in that count.

Or they could play as "walk-ons". 

Who pays for their schooling is their problem; in Franklin's case, she has four years of eligibility and a five year "window" in which to use them.

Last year is a free year. It doesn’t count toward anybody’s eligibility if the prefer. Every sophomore who played as a freshman can receive a fifth year. Franklin played in seven matches last year in a 15 match season. No way she would even qualify for a medical redshirt.
