I think you're wrong. sports.yahoo.com/utah-state-joining-pac-12-unlv-exploring-options-in-realignment-saga-215340064.htmlThe Mountain West agreement is tied to the conference remaining at eight full members, the NCAA minimum to be considered an FBS conference. Utah State’s exit puts the league at seven full members (Hawaii is a partial member only competing in football). The Pac-12, with the addition of Utah State, is at seven full members as well. And an NCAA "full member" does not require football.

Also if the MWC were to disband because so many members left, wouldn't that kill any payments to that entity?
Funny because this was the hope that the leaving PAC teams had, but WA St and OR St set fire to that plan.

UNLV now considering again joining PAC, a day after they had decided not to, apparently triggered by Utah State last minute ditching MWC for PAC. This is deja vu from the mass exodus of teams from the PAC a year ago. But I thought the whole deal was Nevada state gov and/or regents would not allow the schools to split? I thought so too, but new information coming out today may be putting this into question.

Not for the College Football Playoff it isn't. You have to have eight full football playing members.
Also, Hawaii is a valid football school. But you have to add Hawaii in all sports. And here's a source on that. Edit: you seem to have cited the same source I did, but I guess you didn't read it very well.

The cheek, the gall, the nerve, the audacity and the gumption. Fan of jackass school that stabbed a conference in the back that had been together since 1915, pretending to be pissed off at schools that did the exact same thing as Oregon.

The Pac-12 needed at least two more members in all sports to reach the eight required to be a recognized conference with access to NCAA championships and the College Football Playoff in 2026.
All this is saying is that the PAC needs to be an FBS conference, which requires eight schools that are full members according to the NCAA's definition of that.
That definition does not require football to be played in the conference.

Members lose their board seats and votes after announcing intent to withdraw.

bbg95, I finally decided to put a stop to this and consult the actual Division I Manual (I have a 2022-23 version handy, but I doubt it has changed since then). You were right, and I was wrong.20.02.9 Football Bowl Subdivision Conference. A conference classified as a Football Bowl Subdivision conference shall be comprised of at least eight full Football Bowl Subdivision members that satisfy all bowl subdivision requirements. An institution shall be included as one of the eight full Football Bowl Subdivision members only if the institution participates in the conference schedule in at least six men's and eight women's conference-sponsored sports, including men's basketball and football and three women's team sports, including women's basketball. A conference-sponsored sport shall be a sport in which regular- season and/or championship opportunities are provided, consistent with the minimum standards identified by the applicable NCAA sport committee for automatic qualification. (Adopted: 10/31/02 effective 8/1/05, Revised: 12/15/06)

This is entirely NCAA bylaws.

Not a sarcastic remark

You continue to live in your own reality. Oregon does not deserve to be AAU, and I surmise has only been able to stay in due to bribes by daddy Phil.
They have trash research

Well, it doesn't blow up my hope of getting Gonzaga+Hawaii into the conference, but unless they successfully are granted a waiver for that specific scenario then they'll need at least one more and I suppose UNLV makes the most sense.
Is Air Force really serious about AAC? They've rebuffed those talks in the past, I thought.
Maybe it really will be Montana and Dakota adds.
