Article II section 1 clause 3. It says it there too, but that has been replaced by the 12th Amendment. That was describing the original "the person who gets the second-most votes is VP" plan. The 12th changed things so instead of voting for two people for President, electors now vote for a President and VP. But they kept the "not both from your own state" thing. Florida electors could still vote for either Trump or DeSantis if they were on the same ticket, but that would risk one of them getting a majority and the other one not getting one (which would then throw that respective election to Congress).

But they would need to win the election by a margin of electoral votes greater than the number of electors in their state (in this case Florida, with 29 electoral votes.) They need to win by a margin of 30 in the rest of the country.

I would think that if I were tortured, I would probably remember the person who did it, even if he was a junior officer.
edit: OK, I see that the former detainee's claim is that DeSantis was present as an observer, not that he actually did the force-feeding himself.

The fundamental difference is that you, to public knowledge, have not been to Guantanamo to advise on what is legal to do to prisoners. You also aren't on a world tour pretending not to be running for president, where you would expect to be asked about it and should have an innocuos explanation at the ready. Getting mad at a reporter and angrily saying that you were younger so how could they recognize you, does not cut it.
