You might argue approval ratings don’t matter. And in some important ways, they don’t. Biden has been able to get a lot of legislation enacted. The Democrats did better in last November’s midterm elections than any party in control of the White House since 2002. And Biden will be the clear favorite if Trump wins the GOP nomination, as seems likely right now.

I don't think he's going to be a "clear favorite" at all against Trump. Biden is really vulnerable, his support has crashed among key constituencies, and the EC creates a real opening for Trump.

Also, it's not killing off their water supply like what fracking does. Texas has been in some huge water fights with its neighbors, the ground water is like gold to these guys.

Giving incentives is typical for government programs. It’s been done forever and by whatever party is in power. You’re being a bit silly with this argument about “ulterior motives”. Giving someone a tax credit or making a payment to them isn’t an ulterior motive, it a clear incentive.
