I know that this thread have been discussed before. I was just at the UCLA-USC game this weekend and there were more than 3500 fans there, so why is it that they cannot have the same fan consistency every game. I know that everyone has had the same excuse (too many things to do in LA). So what gives ??

LA is traffic gridlock city. Not many people are willing to drive 1-2 hours of driving each way to see a game that will last about 1-1/2 hour on average.
UCLA/USC is a rivalry match and will typically draw out more fans who love to see the other team get spanked. Nothing like a USC/UCLA game in LA!

Traffic gridlock is one reason.
I know I personally hate driving in Southern California. A couple times, I took the train (Amtrak) down (from San Jose) and after arriving in Union Station in LA, I just used public transportation. It's not as bad as I thought, but I wouldn't use it at night.

1. General apathy.
2. Even though people like to say that SoCal is a hotbed of volleyball talent, in the bigger picture it is still very much a fringe or cult sport/activity.

These are the factors that I use when deciding whether to attend a sporting event, including volleyball (in order of importance):
1. safety of venue 2. parking 3. traffic to/from venue 4. cost of tickets 5. ease of getting past venue security
It almost has nothing to do with the volleyball. It's comfort first, all else second.
In my area, Stanford and Santa Clara are great in all the factors above (including the coveted #5), except for cost. San Jose State works well but I hate to be in downtown San Jose longer than is necessary. Cal sucks for parking and traffic (unless you take public transportation). Pacific is great. I've never been to St. Mary's. Cal Poly is great.

Are you kidding? I go to UCLA matches every other week, and couldn't feel safer in Westwood. The whole "gangs, violence, shooting" thing is grossly exaggerated. The same goes for USC: I don't think that before I walk into the Galen Center, I better watch out before some thug busts a cap in my ... you know.

I should add that Honolulu has one of the worst traffic congestions in the country. Peak traffic last about 3 hours in the a.m. and in the p.m. Compared to Pittsburg, where my son now works, it is about an hour. Yet, we average 6,000+ a Wahine volleyball match. Honolulu is one of the safest cities so it is not sacry to travel at night here.

I am familiar with the enviroment around USC. Also I have a couple of good friends who attended USC. They kept within the campus grounds much of the time. One of them was raised in LA.
