If you take away the duplicates from switching partners, they would still have 7 teams with podiums with no repeats of individual players. Alison/Bruno Antonelli/Juliana Agatha/Seixas Ricardo/Alvaro Filho Emanuel/Pedro Fernanda/Taiana Talita/Larissa Also: Talita/Taiana Alvaro Filho/Pedro Same thing in 2013. Brazil had 9, 7 with no duplicates. Pedro/Bruno Alvaro Filho/Ricardo Talita/Taiana Carol/Maria Clara Antonelli/Agatha Lili/Seixas Vitro Felipe/Evandro Also: Evandro/Emanuel Alison/Vitor Felipe In 2013, the US also has 8 different teams with podiums. Six if you keep it to a player on being on one team. Dalhausser/Rosenthal Gibb/Patterson Fopma/Sweat Ross/Walsh Day/S. Although I do not dispute your point that it could be close to a record (assuming 7 is the record). US would need Day/Ross to step up and get one at the end of the year to reach that mark.
