I was surprised by the Penn State drop off last year. I don't see many of their games, so was it the change in setter, injuries or something else that led to it?

I was surprised by Wisconsin's inability to get back to the Final 4 after their 2013 appearance helped by an easy side of the bracket. They seemed to have better teams in 14,15,16.....what was it? Setter, injuries or something else that led to it?

Much discussed, they had a good draw in 2013. They have beat just one seeded team in the post season since 2013, and it was Texas in 2013.
So, it was all about the matchups. The 14,15,16 teams performed about as expected, although the 2015 team certainly could have gone to the round of 8. In 2014, Carlini played on 1 leg for 3 sets and lost to Penn State, which MAY have been a factor, but then again, it's Penn State so not necessarily so, as PSU went on to win anyway.
A consistent lack of a terminating OH is what is keeping them from advancing past the round of 8, if the draw remains competitive and contains no upsets (unlike in 2013, which contained upsets that advantaged Wisconsin, plus one of their own over Texas).

Wisconsin playing at home in front of rabid delusional people always helps. Um, this match is in Happy Valley... #1 Penn State at #9 Wisconsin[

Was Washington playing hurt last year? or was there an adjustment period after Hancock left?
Whatever it was, they seem to have come back to form nicely this year... No need to be salty.

That sprained ankle in the middle of the first set likely cost UW that match. The scores were +22, -16, -22, -19...even with Carlini hobbling around in pain, they finished the first set and gave them a tough match. Either of those teams could have won the in NC in 2014...PSU got lucky when Frantti's foot went under the net that day.

The best team of the Carlini era was 2014, when they lost to PSU in the Elite 8. Would have loved to see that match if Carlini hadn't destroyed her ankle in the 1st. Could've been a hell of a slugfest. 2015 and 2016 they really never had the guns to get it done. I thought they were getting closer in 2016 with Haggerty being the best OH of the Carlini era. In 3 of the 4 years under Carlini, they did lose to the eventual national champion. So, it's not like they just choked.

Chapman was good but never earned higher than HM AA. This was their weakest crop of pin hitters in the Carlini era.

I assume they made the decision together, taking into account that Courtney Thomas could set, or hit, dependent on Carlini's condition. So the answer is yes. And I still think that considerable injury to a key player affected the NC trajectory a lot. PSU beat Stanford 3-1 (no major injuries) next, and BYU 3-0 (no major injuries) after that.
