If they’ve changed the wording on the no offer rule, does that mean kids can still commit? And what about those kids who have offers on the table now but fall under this rule? Can they choose to accept an offer between the date the new rule is enforced and when contact is allowed June 15/Aug1?

I couldn't disagree with you more on virtually every single point, but I'll concentrate on just a couple. Coaches used to recruit juniors until a few coaches started pushing the envelope earlier to gain an advantage so others felt forced to follow suit and we saw a race to the bottom. If a firm line is drawn by the NCAA, coaches will quickly adapt back (most of them happily) to the old timeline. And you think this is a firm line? Coach will see a kid they like and simply tell club coach "we really like Suzie, we'd love it if she came to our college experience camp which is run every Friday so she can tour campus and meet the team". The recruiting is still going to happen. Yes, those kids exist (although the number that do the 7th to 8th grade recruiting process is less than 5 per grade. They are outliers and I don't think should really be factored in). But there are also HUNDREDS of kids who used to start the recruiting process in 9th and 10th grade then commit in the spring of their junior year. In my opinion, that should be the ideal timeline. But that's now legislated away.

How do the new rule changes affect sophmore girl who has already been offered? If this goes through it seems better now to wait until 8-1 of Junior year. But will scholarshipspots get "taken"?

How do the new rule changes affect sophmore girl who has already been offered? If this goes through it seems better now to wait until 8-1 of Junior year. But will scholarshipspots get "taken"? It actually won't effect the 2021 girls all that much. If you look at this post: volleytalk.proboards.com/post/2032166/threadYou can see that they backed off the "no verbal offers" part of the legislation. So, for a 2021 athlete, there really will only be a quiet period between the vote in April, and the first contact date on June 15th of this year. Verbal offers can be made before the vote date, and they can be made after the June 15th date. An athlete can accept these offers, what is really hindered is the chance to visit the school. The 8/1 date now will only be the first date that unofficial or official visits can be taken, but they can go to camp prior and get essentially the same chance to get a feel for the school and the team. There's also nothing preventing an athlete from making an academic visit to the school as any other student would. The real effect is going to be for the 2022's and beyond.

Are there coaches putting that pressure on that you know of and using this legislation as the reason? I'm just discussing what the legislation actually says.

In talking with a few of the coaches, it doesn't sound like all are 100% on board. I think the no committing thing is ok, but the inability to talk to club coaches or just communicate with the girls is a big change. I guess the way the rules are now - if they want to communicate with a coach they can, but if they don't want to or they aren't ready they certainly don't have to.
If it passes, what changes will they make next year?
You never know what will happen when it comes time to actually vote. Guess we will have to wait a few more days to see.

The legislation specifically says "effective immediately", and if I'm not mistaken the vote is 4/18-19. I just want to make sure my daughter follows up with schools and coaches before it becomes effective.

I just want to make sure my daughter follows up with schools and coaches before it becomes effective. Per Creighton twitter - effective May 1st is passed. More details on their interpretation of the rules on an April 4th tweet. <<Have you been wondering about the possible Division I recruiting rule changes for volleyball? Keep in mind 1. This is only for Division I 2. This will be voted on in late April IF it passes, it will go into effect May 1st, 2019>>

Last year with the change the committee approved it and then the final vote went to the board the following week. If you look there is a board meeting May 1. Not sure if it’s the same this year or not. If so the May 1 date makes sense.
